The Sands Development at Scarborough's North Bay began a while ago...  around the Millenium (2000).   Originally, the Zenith Project concept was hailed as Scarborough's most exciting development.  Then the Council got 'involved'.

The North is home to 10.7 million people, 25%  live in the  Manchester Area and 21% in West Yorkshire Combined Authority.    Over the last 10 years The North has performed below the UK ‘s average for contributed  GVA. (13.3% compared to 24.5% London) 

Borough Policy and Forward Plans are usually determined following public consultation exercises via either the Residents Panel of Local Business Panel and there are usually vacancies for members of the public, residents to participate and 'have a say' if they so wish. (Usually ignored)
